On June 20, 2022, the Fifth Lions Club Council of Shenzhen 2021-2022 was held in the Tourism Creative Park, T8, Hehe Building, Futian Free Trade Zone. The directors at the meeting deliberated and approved the relevant documents of the 20th session of the Members’ Congress, the adjustment of the membership fee of the Shenzhen Lions Club, the revised explanation of the Fund Management System of the Shenzhen Lions Club, the application for the funds of the 20th anniversary of the establishment of the Shenzhen Lions Club, the budget of the administrative expenses from July to September, and the recommendation of the members of the special working body of the Domestic Lions Federation for the year 2021-2023, etc. They were briefed on the list of members’ representatives of the 20th Congress and the implementation of funds for July 2021 to April 2022.
Thirty-two directors of the Shenzhen Lions Club, including President Guo Yongyong, last president Lu Zhiqiang, first Vice President Peng Dao-jian, second vice President Nie Xiangdong, Secretary General Lai Zhuo-ni, Chief Financial Officer Xu Qiu-bin, Chief Executive Officer Tan Fei, Chief Picket Officer Li Zhou and Executive Deputy Secretary General Zhao Hui, attended the meeting. Lin Ziyu, former Chief Supervisor of Domestic Lions Association and Chairman of the District Annual Meeting Committee of Shenzhen Lions Club, Tian Xingxing, Chief Supervisor, Deng Yi, Deputy Chief Supervisor, Zhou Zhihui, Secretary General of the Board of Supervisors, Tang Haozhi, Du Peng, Wang Haiyan, Yu Hui, Wu Zhijian, Huang Shaofang, Executive Chairmen of the District Annual Meeting Committee Liu Guoliang and Zhang Li attended the meeting. The meeting was chaired by Lin Xiaoyi, Chairman of the second region, Chen Gang, chairman of the 15th Region and Man Zhiyong, chairman of the 16th Region, as executive chairmen and presided over by Lin Xiaoyi.
President Lin Ziyu introduced the agenda, agenda and the list of suggestions from the presidium of the 20th Session of the Shenzhen Lions Club. The 2nd session of the Shenzhen Lions Club will be prepared in the form of offline meeting. If the epidemic policy and situation change, the plan of “combining online and offline” will be considered.
President Guo Yongyong focused on the theme of “Keeping the original intention and serving together” and took “One persistence, two improvements, three optimization, five types of services” as the overall plan of work. Focusing on Party building, strengthening publicity, standardizes member management, and accurately serving the community, he summarized the work of the council this year in aspects of organization construction, Lion culture inheritance, social services, and foreign exchanges. He pointed out that with the joint efforts of the Council, the special working organizations, the service team and all the Lions friends, the Shenzhen Lions Club has successfully completed various tasks this year and made new contributions to exploring the development path of the Lions Club with domestic characteristics, which has been recognized and praised by the community. He hoped that under the leadership and guidance of the Domestic Lions Federation, the municipal government of Shenzhen Municipality, the Municipal Paralympic Federation, the Civil Affairs Bureau and other relevant departments, all Lions would keep their mission firmly in mind and forge ahead, seize the opportunity of building Shenzhen into a pilot demonstration area of socialism with domestic characteristics, seize the opportunity of the innovative development of the Guangdong-Hong Kong-Macao Greater Bay Area, and demonstrate their responsibility with practical results. Gather social charity forces, do our best to be a booster and leader of the innovation and development of charity.
Chief Financial Officer Xu Qiubin made the annual financial report, and informed the implementation of the funds of the year up to April. He introduced that this year, the financial work of the Shenzhen Lions Club will be guided by the Party building, set up standards, strengthen training, and deliver in place. Efficiently complete the annual financial inspection, outgoing audit, congress audit and other work. Xu Qiubin, Chief financial officer, introduced that according to the Regulations on the Registration and Administration of Social Organizations of The State Council, the relevant regulations on the membership fees of social organizations of the Ministry of Civil Affairs and Finance, the spirit of the Measures on the Management of Membership Fees of Domestic Lions Federation, the Proposal on Further Regulating the Membership fees of Domestic Lions Federation, and the actual situation of Shenzhen Lions Club, the standard of membership fees will be adjusted. The membership fee adjustment will take effect from 2023-2024. The Working Rules of the Shenzhen Lions Club will be revised accordingly after the approval of the 20th General Assembly of the Shenzhen Lions Club.
Mr. Lu Zhiqiang, leader of the Qualification Examination Group, briefed the report on the qualification examination of delegates of the 20th Congress of Members and the report on the qualification examination of members of the Board of Directors and the Board of Supervisors.
First Vice President Peng Daojian introduced the proposal list of the 20th Session of the Members’ Congress, the list of members’ representatives of the 20th session of the members’ Congress, the main activities of the session, and explained the revision of the Fund Management System of the Shenzhen Lions Club. He stressed the requirement of regulating the discipline of the general election of the Shenzhen Lions Club and hoped that each candidate and the Lions could consciously regulate their words and deeds and jointly create and maintain a democratic, fair, righteous and harmonious election atmosphere.
Nie Xiangdong, the second Vice – chairman reported the statistical situation of this year’s service activities. He said that in order to celebrate the 20th anniversary of the Shenzhen Lions Club, and to express our gratitude and tribute to the Lions who have contributed to the development of the Shenzhen Lions Club over the past two decades, the Preparatory Group planned to use a large fund to supplement the funding gap and submit it to the council for deliberation and approval.
Tian Xingxing, the chief supervisor of Shenzhen Lions Club, expressed his supervision opinions, congratulating the successful adoption of various topics and making suggestions on the procedures of the board of Directors. He hoped to improve the relevant system of Shenzhen Lions Club, and that the Board of Supervisors could effectively perform the duties of “prior supervision, in-process supervision and post-supervision”. He hoped that the work of Shenzhen Lions Club could be carried out smoothly in the current epidemic situation.
President Guo Yongyong made a concluding speech, thanking the leaders of the Lions for their support to the council. The successful convening of the meeting and the adoption of various deliberative items fully demonstrates the determination of all the directors to continue to push forward the lion affairs under the condition of the normalization of the epidemic. He urged the board members to continue their next steps, such as the general election of the district council, with full spirit and stand for the last duty.
